The U.S. Housing and Urban Development released new income guidelines for who can qualify for its low-income housing assistance, and one city’s “low income” level is turning heads. In San Francisco, HUD has deemed those earning $117,400 a year as having low income. The income is based on a family of four.

Each year, HUD sets income limits that determine who can qualify for housing assistance, such as Section 8 vouchers, public housing, and its other assistance programs. In its income calculations, HUD considers an area’s median family income and housing costs. Households that earn 80% of the formula amount are deemed “low income,” those earning 50% are considered “very low income,” and those earning 30% are “extremely low income.”

In the San Francisco metro area, an income of $44,000 or less for a family of four is considered “extremely low income”; a household earning $73,300 would be “very low income”; and $117,400 is deemed “low income,” according to HUD’s latest calculations.

High home values that are increasing the cost of living in San Francisco are likely a big factor for a six-figure salary to be considered low income. The median home value in the San Francisco metro area in April was $947,500; the median rent was $3,300 a month. In the first quarter of 2018, only 15% of San Francisco county residents could afford a median-priced home, according to Paragon Real Estate Group.

More than 90% of builders say that rising lumber prices are hampering the affordability of new homes, according to the National Association of Home Builders/Wells Fargo Housing Market Index. Recently surveyed builders say that the higher construction costs are causing more prospective buyers to back out of purchasing a new home as well.

Builders are blaming the rising construction costs on the increase in lumber prices over the past year and a half. Ninety-five percent of builders surveyed said that recent increases in lumber prices were hurting the affordability of their new homes, evenly split on whether it’s a “minor” or “significant” impact.

U.S. lumber prices have increased 62% since January 2017, according to Robert Dietz, the NAHB’s chief economist. He estimates that a lumber tariff has pushed up the typical new-home price by $9,000.

For the second consecutive month, Fannie Mae’s Home Purchase Sentiment Index reached an all-time survey high in May. But as home prices rise, consumer attitudes about buying and selling a home are diverging even more.

The net share of survey respondents who say now is a good to sell rose to 46% and is now up 14 percentage points year over year. Meanwhile, the net share who say now is a good time to buy fell to 28% and has shown little improvement over the past year, Fannie Mae notes.

The Home Purchase Sentiment Index “edged up to another survey high in May, bolstered in part by a fresh record high in the net share of consumers who say it’s a good time to sell a home,” says Doug Duncan, Fannie Mae’s chief economist. “However, the perception of high home prices that underlies this optimism cuts both ways, boosting not only the good-time-to-sell sentiment but also the view that it’s a bad time to buy, and presents a potential dilemma to repeat buyers.”

Fannie’s Home Purchase Sentiment Index is up 6.1 points compared to last year. In May, it posted a reading of 92.3.
