Housing affordability worsened slightly in October, according to the latest National Association of REALTORS®’ (NAR) Housing Affordability Index, and the qualifying income to afford a median-priced home rose above $100,000 again after briefly dipping below that benchmark.

After the index fell sharply during the summer as mortgage rates climbed above 7% and home prices continued to rise, a dip in rates brought affordability back to more normal levels in September, as a family making the national median income was once again able to afford a median-priced home (based on a 20% down payment and 25% qualifying ratio).

But in October, as rates see-sawed back above 6.5%, the index reversed slightly, falling from 104.9 to 102.3, with the average mortgage payment standing at $2,086. Qualifying income rose to $100,100—having reached a high of $110,600 this year in June, before falling back to $97,400 in September.

The 30-year fixed-rate mortgage (FRM) averaged 6.69% this week, down from last week’s average of 6.81% and falling to its lowest level in over a month, according to the latest Primary Mortgage Market Survey® (PMMS®) from Freddie Mac, released Thursday.

“Despite just a modest drop in rates, consumers clearly have responded as purchase demand has noticeably improved,” said Sam Khater, Freddie Mac’s chief economist. “The responsiveness of prospective homebuyers to even small changes in rates illustrates that affordability headwinds persist.”

This week’s numbers: 

• The 30-year FRM averaged 6.69% as of December 5, 2024, down from last week when it averaged 6.81%. A year ago at this time, the 30-year FRM averaged 7.03%.
• The 15-year FRM averaged 5.96%, down from last week when it averaged 6.10%. A year ago at this time, the 15-year FRM averaged 6.29%.

New home sales declined sharply last month, dropping a significant 17.3% in October, from a September increase of 4.1%, likely due, analysts say, to a rebound in mortgage rates and increased competition from the existing home market.

The latest numbers released jointly Thursday by the U.S. Census Bureau and the Department of Housing and Urban Development, show sales of new single-family houses in October 2024 plunged to a seasonally adjusted annual rate of 610,000, down from the September rate of 738,000–the lowest level since December of 2022. According to the report, this represents a year-over-year decline from 673,000 in October 2023 – a 9.4% falloff for this timeframe.

November saw homebuilder confidence rise, according to the latest findings in the National Association of Home Builders/Wells Fargo Housing Market Index (HMI). 

Graded on a scale from 0 to 100 using data about present home sales, expected sales and buyer traffic, the November HMI came in at 46. This was three points higher than the October index, which itself was an increase from September.

All three of the index’s major categories improved during November, contributing to this overall rise in confidence. Current sales conditions rose from 47 to 49 on the index, builders’ expectations for sales increased by seven points to 64 on the index and buyer traffic climbed from 29 to 32.
