Commissioners Approve Change Of Plans For Wallingford Avenue Development

NP Board Of Commissioners OK’ed Plans To Build 32 Homes On This Wallingford Avenue Lot

At it’s meeting on April 25, the The Nether Providence Township Board of Commissioners voted 4-2 to forward a sketch plan for a 32-unit development proposed for a wooded site on Wallingford Avenue to the township Planning Commission and county planners for their review.

The land is in the South Media section of the township, located adjacent to Sapovits Park had already been approved for 10 single-family homes on a cul de sac that would fetch an estimated $500,000 each. The board gave the approval for that plan on March 28.

But Malvern based developer Progressive New Homes has returned with an alternate plan calling for an eight-building development holding four duplex units each – for a total of 32 units – with the downstairs units likely to be priced at roughly $250,000 apiece and upstairs units at $375,000. The project would also be built closer to the busy roadway.

In order for the proposal to advance, the Planning Commission and county planners will have to support a change in zoning from R-3 to R-5 and thereby clear the way for the higher-density plan.

NP Planning Commission Granted Approval To Build 10 Homes On This Wallingford Avenue Lot

Malvern based Progressive New Homes has secured the unanimous backing of the Nether Providence Township Planning Commission it’s original proposal to build 10 single family homes on a five acre property on Wallingford Avenue.

The land is in the South Media section of the township, located adjacent to Sapovits Park. The houses would carry a price tag of about $500,000 each. Under the plan, two-thirds of the property will be developed while one-third will remain wooded.

A final decision on the plan is expected to be rendered later this month by the township board of commissioners. The developer is still in discussions with neighbors of the property about an alternative vision for the site. This option would involve 32 units in 16 buildings, with pairs of homes on two different levels in the same structures. The upstairs units would have two garages while the downstairs units would have a single garage. Costs for those units would range from $250,000 to $375,000, which the firm said could be affordable for those in the community.

The Township is aware of these discussions among the developer and members of the neighborhood regarding the rezoning of the property to allow for denser zoning. However, a formal request has not been brought before the Board at this time, and nothing is currently being considered.

1% Earned Income Tax Coming To Wallingford?

The Nether Providence Township Board of Commissioners is considering the implementation of a 1% earned income tax (EIT) on residents and those who work in the township.

At a December meeting commissioners were presented with the projection that such a tax would raise between $3.3 and $3.5 million with as many as 5,000 residents being subject to the tax.

If approved by voter referendum Wallingford Swarthmore School District could be the beneficiary of half of the EIT. The EIT will not offset any existing municipal taxes.

Already among Delaware County municipalities with the highest tax and fee structure such a tax would push Nether Providence into what would likely be the community with the highest municipal tax and fee burden in the county. Combined with the school tax, Nether Providence Township tax, Delaware County tax, sewer fee, recycling fee, private trash hauling fees, homeowner’s insurance, and per capita tax the imposition of an EIT would push the monthly “fixed costs” of owing an average home in Nether Providence Township into the $1,000 plus/month range – that is before a homeowner’s mortgage payment is considered.

We have long survived on the reputation of the Wallingford Swarthmore School District to support our real estate values, but there is a tipping point for potential home buyers and we currently at the point where buyers are striking Wallingford from their prospective target areas due to taxes and fees. An additional tax will deter buyers and exert further downward pressure on area home values.

2016 Nether Providence Township Tax Hike Lowest In Recent Memory

The Nether Providence Township Board of Commissioners unanimously approved the township’s 2016 budget at their December meeting.

The $6.85 million dollar budget calls for the smallest tax increase in recent years with at 1.02%. The millage rate will increase from 4.91 mills per $1,000 of assessed value to 4.97 mills. This follows recent township tax increases of 2.9% in 2015, 2.04% in 2014, and 6.7% in 2013. The major budget expenditures for 2016 are the Police Department at $2.3 million and the Public Works Department at $1.34 million. The total budget will increase approximately $200,000 from 2015’s $6.65 million

Also approved was a 2.5% increase in annual sewer fees from $408 to $416.

Summit School Property To Be Purchased By Nether Providence Township

Pending Wallingford Swarthmore School District (WSSD) School Board approval, expected as early as it’s January meeting, the Summit School property on Plush Mill Road will be sold to Nether Providence Township. The Township Board of Commissioners approved the terms of the sale negotiated with the school board in December as reported by the Swarthmorean.

WSSD announced in May it’s intention to sell the 10.4 acre site which includes the circa 1957 school building and adjacent woods and playing fields. Negotiations between the township and school board have been ongoing for several months. The township would maintain the property for recreational open space and it has long been used by the Nether Providence Athletic Association (NPAA) as a site for preschool and elementary school age soccer programs.

It is expected that the current tenants since 2010 – the Stage One organization, also known as the Performing Arts Complex of Delaware County – will seek to continue operations at the property. The facility also became home in the fall to The Creative Living Room (TCLR), which formerly based it’s operation in Swarthmore.
